GROUNDBREAKING CEREMONY OF TOA TINH INTERLEVEL SCHOOL, QUAI TO COMMUNE, DIEN BIEN PROVINCE
On the morning of September 30, 2025, the People’s Committee of Quai To Commune, in collaboration with the Department of Education and Training of Quai To Commune and the School Board, held the Groundbreaking Ceremony for the construction of Toa Tinh Interlevel School in Quai To Commune, Dien Bien Province.
The ceremony was attended by Truc Lam Handmade Co., Ltd. – the project’s sponsoring unit – represented by Ms. Vu Thi Lien, Deputy Director, along with company representatives Ms. Vu Le Tra, Ms. Vu Thi Huyen, and Ms. Mai Thi Phuong Thao.
On behalf of the construction partner, 1+1>2 International Architecture and Construction Joint Stock Company delegated Mr. Nguyen Gia Phong, Deputy Director, and Mr. Vu Xuan Son, Director of the Social Fund, to attend the event.
The ceremony also had the honor of welcoming distinguished local leaders, including:- Mr. Tran Manh Thang – Standing Committee Member and Permanent Vice Chairman of the Commune People’s Council;
- Mr. Lau A Sinh – Standing Committee Member and Permanent Vice Chairman of the Commune People’s Committee;
Representatives of village authorities and local educational institutions were also in attendance, including:
- Mr. Mua A Dong – Party Committee Member and Secretary of Toa Tinh Hamlet;
- Mr. Bui Van Cun – Principal of Toa Tinh Primary and Lower Secondary Semi-Boarding School for Ethnic Minorities;
- Ms. Ca Thi Ha – Principal of Toa Tinh Kindergarten.

Toa Tinh Hamlet (Quai To Commune, Dien Bien Province) has up to 82% of households classified as poor or near-poor. The entire population belongs to the H’Mong ethnic minority group, whose livelihoods depend mainly on small-scale farming and livestock, heavily influenced by natural conditions, resulting in economic instability. Many families experience food shortages for approximately three months each year, which makes it challenging to maintain consistent school attendance for their children.
The Toa Tinh Kindergarten and Primary & Lower Secondary Semi-Boarding School for Ethnic Minorities serve children from ethnic minority groups in areas with challenging socio-economic conditions. However, the site currently lacks permanent classrooms, forcing many students to study temporarily at Hua Sa sub-campus. After years of use, the existing classrooms and auxiliary structures have severely deteriorated, posing safety risks to both teachers and students. Repairing them would be costly yet unsustainable.
On September 18, 2025, Truc Lam Handmade Co., Ltd. issued Official Notice No. 1809/TB-TL, reaffirming our commitment to corporate social responsibility and officially sponsoring and commencing the construction of the Toa Tinh School Project, which aims to address the hardships faced by the local community.
The project’s scope includes:

A concrete yard with amphitheater-style steps

A gate and stone wall engraved with the school’s name and the sponsor’s logo
Estimated construction duration: 180 days.
Speaking at the ceremony, Mr. Lau A Sinh – Member of the Standing Committee and Permanent Vice Chairman of the Quai To Commune People’s Committee – expressed his sincere appreciation to Truc Lam Handmade for accompanying the local community in supporting education and helping to build a safe, well-equipped learning environment for local children. He also encouraged authorities, organizations, and residents to continue working together to complete the project on schedule and to preserve the school as a meaningful contribution to the future of the next generations.

The groundbreaking ceremony took place in an uplifting atmosphere, featuring cultural performances prepared by local teachers and students to welcome the delegation ahead of the Mid-Autumn Festival. On this occasion, Truc Lam Handmade and 1+1>2 also presented gifts to encourage the students’ learning spirit and enthusiasm.
